Foreign Office to Colonial Office,
WITH reference to previous correspondence on the subject of the forthcoming
Foreign Office, November 8, 1911. international opium conference, I am directed by Secretary Sir E. Grey to transmit to you, to be laid before Mr. Secretary Harcourt, the accompanying copy of a despatch from His Majesty's chargé d'affaires at Lisbon and of a letter from the Portuguese Minister at this Court, requesting the support of His Majesty's Government in obtaining the consent of the Chinese Government to the construction of the Macao -Canton Railway.* Sir E. Grey does not think that support could properly be given to an attempt to make such consent a condition of the adoption by Portugal of a reasonable attitude in the matter of opium. He would, however, before replying to Senhor Teixeira- Gomes, be glad to be furnished with Mr. Harcourt's views on the subject.
